Ole Miss player arrested; charged with selling steroids

Jared Foster, a transfer quarterback with the University of Mississippi (Ole Miss) Rebels football team, was arrested yesterday in Oxford, Mississippi and charged with selling steroids.

Rebels head coach Houston Nutt said that Foster will not be allowed to remain with the team.

Foster was arrested for alcohol possession by a minor and contributing to the delinquency of a minor in 2006 while a star player for Madison Central High School in Madison, Mississippi. Prosecutors agreed then not to try the case on the conditions that Foster help police in a steroid investigation and stay out of trouble.

On Sunday, reportedly over a thousand Russians were arrested for illegally protesting against government plans for pension age adjustment. The protest spanned several regions across the country. The plan would raise the retirement age an additional five years, with new age for men at 65, for women at 60.

According to monitoring data from media project OVD-Info, 1018 people were arrested, including 452 people in St Petersburg, 183 people in Yekaterinburg, 60 in Krasnodar, 43 each in Moscow and Omsk, 23 in Perm, 22 in Kazan, 20 in Tver, 17 in Ufa, 15 in Habarovsk, 13 each in Tomsk and Belgorod, 12 each in Chelyabinsk and Lipetsk, 10 in Novosibirsk, and some 80 in other cities.

In Moscow, the rally started at Pushkin Square at 2 p.m. local time and anti-riot police pushed people away. They marched toward the Kremlin. On their way, they again clashed with Police and did not complete the route.

The protests reportedly started in the Far East and Siberia first, followed by western regions of the country.

Regional elections were also on Sunday.

The pension adjustment plan has reportedly coincided with a significant drop in approval rating of Russian President Vladimir Putin.

If you are making french fries, you want that crispy outside. A trick to getting this is to let your raw potatoes sit in cold water for at least thirty minutes before you put them in the fryer. That will give you that lovely golden crunchy outside, and the soft inside that is favored.

Before frying raw potatoes, let them sit in cold water for at least a half an hour. By doing this, the fries will be more crispy. Also, letting them sit in cold water will cut down on the time it takes for them to cook thoroughly.

To stay on top of the mess that comes with cooking, wash your dishes as soon as you are done using them. Fill your sink with hot water and soap on one side and clean water to rinse your dishes on the other. Your utensils and containers wash up easier the sooner you get to them, and washing them as you go also allows you to re-use them while preparing the same recipe.

Put food into a hot pan instead of trying to cook it while the pan is still cold. The pan should already be at the desired temperature before you start cooking. This will ensure that the food is cooked evenly and thoroughly. You want to see the steam rising off the pan when you start cooking.

The New Zealand government has now introduced graphic health warnings on cigarette packs. The new warnings, which replace the text warnings, will show images of gangrenous toes, rotting gums and teeth and diseased lungs and will also include the quit smoking Quitline number.

The new warnings will cover 30% of the front side and 90% of the back.

The new warnings will come into effect January 2007 but the manufacturers will not have to produce the new warnings until February 27, 2008 and retailers have till August 2008 to clear all their old stock.

Damien O’Conner, associate minister of health and ex-smoker, said: “Pictures were more effective than written warnings. Actually seeing what it does to you is probably more acute than just reading the words on a cigarette packet. The approach is designed to shock people into realising smoking kills and causes serious illness. Using powerful imagery to remind people of the real and horrific effects of smoking will act to deter smokers and discourage New Zealand’s young from starting the habit in the first place.”

Other countries which also show graphic warnings include Australia and Canada; they say that the warnings are effective. Chris Laurenson, Health Ministry team leader national drug policy, said that international evidence was strong. “That was confirmed by research in New Zealand which supported the effectiveness of pictorial labelling.”

Altogether there will be fourteen images, of which seven will be released first, with rest following.

Mr O’Connor said: “The images were horrific; but they are what happen to people who smoke in this country.”

The Cancer Society says that the new warnings are good but does say that the manufacturers will bypass the new warnings by:

  • including stickers to cover the warnings,
  • Peel off labels,
  • provide cigarette holders which will enable smokers to bypass the use of the packet,
  • slow the introduction by stockpiling old packets in storage.

However, according to Mr O’Conner, one company had used removable sticker that were later removed due to consultation.

The industries will not be reimbursed for any cost that may occur. “They’ve given a commitment to comply by the regulations. They understand what it might mean if they don’t and I’m confident that they will,” Mr O’Connor said.

“The 2008 deadline is way too excessive, […] Pictorial warnings are not a new idea. They have already been implemented in other countries and the NZ tobacco industry has the technology to print the new packets within weeks,” Becky Freeman, the Action on Smoking and Health director said.

World Heath Organization rules make New Zealand obliged to increase the warning sizes on packets.

US Senate passes new bankruptcy bill

In a vote of 74-25 last Thursday, the US Senate passed a measure that would change bankruptcy laws, making it harder for individuals seeking relief from their debt burden to avoid repayment. Almost twenty Democrats joined Republicans, who currently hold a majority of the seats in the US Senate, in passing the bill.

Lobbyists for credit card companies and financial services firms have worked for the bill during the last two administrations. A similar measure passed both the Senate and House during the previous administration, but then President Bill Clinton pocket-vetoed the measure in 2000.

Democrats sought to soften the bill by allowing bankruptcy filers to negotiate directly with lenders for relief, but the amendments were defeated by the Republican-controlled Senate. Proponents of the bill claim the rise of bankruptcy filings to nearly 1.5 million a year shows that abusers of credit use the filings to shield themselves from irresponsible practices.

“There has been an explosion of bankruptcy,” said Iowa Republican Sen. Charles E. Grassley, the bill’s sponsor. “We preserve the principle of a fresh start, but we also establish a principle that if you have the ability to repay some of your debt, you are not going to get off scot-free.” However, Massachusetts Democratic Sen., Edward M. Kennedy said, “This legislation makes the bankruptcy courts of the United States the collection agency for the credit-card industry.”

The bill impacts a broad spectrum of bankruptcy law, but the most significant impact is on personal bankruptcy filings. Individuals who get behind in repaying credit card debt face high interest charges and stiff late payment fees. By only meeting minimum payment requirements, borrowers remit to the lender over the life of the loan an amount in interest and other fees that can far exceed the value of the principal balance of the loan. This can put consumers who run up high balances on various cards at financial risk of default. Critics of the bill blame these aggressive lending practices as a contributing factor in the rising trend of bankruptcy filings from 1996.

The proposed bill doesn’t only affect debtors with credit card debt.

It also affects debtors who have run up large medical bills.

Patients with a past medical history that disqualifies them from full medical coverage, can easily find themselves facing insurmountable medical bills after just a short stay in the hospital. These individuals will no longer be able to get a fresh start after these personal disasters, and will be forced to live in poverty until they can pay off their medical bills as part of their Chapter 13 filing. (Prior to this bill, they would have been able to file Chapter 7, completely discharging their debt.)

Chapter 7, which accounts for 70% of bankruptcy filings, allows individuals to eliminate most non-secured debts after liquidating assets, with the notable exemption of one’s principle residence in most states. The Senate passed bill would change Chapter 7 eligibility by applying a means-test, where those with a median income higher than the state average would be required to file under Chapter 13 provisions. Under Chapter 13 protection, an individual’s debt is not forgiven; rather it is restructured for payment under more lenient terms.

This was the first major overhaul of federal bankruptcy law in many years.

Under the old bankruptcy law, a personal bankruptcy attorney could not be held financially responsible for his clients mendacity. Under the new bankruptcy law, the bankruptcy attorney is responsible for his client’s lies to the Court about his assets and the bankruptcy attorney and his insurance carrier can be held responsible by the Bankruptcy Court.

The result is that personal bankruptcy attorneys (this does not apply to corporate bankruptcy attorneys) are likely to flee the personal bankruptcy field when the new law takes effect. Their insurance companies will not offer the sort of coverage that they would need to continue to practice.

So when consumers need to file personal bankruptcy under the new law, they will be unlikely to find a bankruptcy attorney to represent them. Consumers will have to file pro se: such consumers will be likely to fail due to the complexity of the law.

The bottom line is that the field of personal bankruptcy law as a practice area of law will cease to exist when the new bankruptcy law takes effect, and consumers will be unable to secure legal counsel and so consumers will lose what legal protections counsel now affords them.

Under the new bankruptcy law about one half million Americans will be forest to pay for at lest 5 years on longer they will be held in servitude as chattel they will be completely subservient to a dominating influence of the company that holds the loan. Their loan will be put on the market for sale for profit. The people will be forced to work harder. People who fail to go to court will have a arrest warrant made out in their name and people who refuseto pay. They will be subject to fines and or jail. About fifty thousand Americans will punished by a fine and or about three thousand Americans every year will go to jail under the new bankruptcy law. For some people this will be a third strike they will be put in jail for life.

The bill has the support of President Bush, and its passage in the House sometime next month seems likely. If enacted into law, lending companies will recover more money on what otherwise would be written off as bad loans. Those persons of median and higher income seeking relief would be required to file under Chapter 13 status and pay up to $100 per month under court imposed conditions. It is expected the proposed changes would cause a sharp increase in filings before the new law could take effect.

California governor Schwarzenegger presents new budget plan

California governor Arnold Schwarzenegger unveiled a new budget plan for California on Friday, claiming that the Californian economy faces growth and budget problems like eurozone countries such as Greece and Ireland.

Schwarzenegger said in a Sacramento press conference that California must cut spending to US$12.4 billion.

To achieve this goal, the governor proposed cutting the CalWorks welfare system; however, state lawmakers quickly rejected this. Schwarzenegger said cutting the state welfare system for low-income families would save the state government $1.6 billion.

The governor also proposed freezing funds to local public schools and cutting state workers’ incomes.

He wants to cut programs for the treatment of narcotics addiction for those using Medi-Cal and cut state mental heath services by 60%.

California is set to receive monetary aid from Washington, D.C. worth $3.4 billion.

California State Senate president Darrell Steinberg, a Democrat, said, “The cuts are absolutely unacceptable,” and the governor should focus on delaying business tax cuts.

India’s 2011 census reports that its population has increased by 181 million in the span of one decade, a figure 17.6 percent greater than 2001. The census results, publicised today, show the population of India now stands at 1.21 billion. C. Chandramauli, the commissioner of the census, said India’s population represents “over 17 percent of the world population, [while] India is 2.4 percent of the world’s surface area.”

According to BBC News Online, the current population of the country is in excess of the populations of Pakistan, Indonesia, Bangladesh, Brazil and the United States put together. While India’s population has increased by more than 17 percent since the 2001 census, this growth rate is the lowest since India achieved independence in 1947. Between 1991 and 2011, the population growth rate has steadily decreased. Approximately 25 percent of Indians over the age of seven were found to be illiterate in the 2011 census, a decrease of 10 percent from the census held ten years ago. The increase in literate females is greater than that of males, the new census reports.

The findings have suggested a preference of male over female children. For every one thousand boys below the age of seven, there were 914 girls, a decrease from the 2001 census, which reported 927 female for every one thousand male children. Chandramauli called this discovery “a matter of grave concern. This is the lowest ever in the demographic history of the country,” he said, and noted “[t]he last census in 2001 had warned us about this, the tendency has worsened.” This pattern continues although the Indian government has prohibited hospitals from disclosing the gender of an unborn child.

According to The Washington Post, parents in much of India abort female fetuses and murder young female children for financial reasons. Incidents like this occur more frequently in the better educated and the richer Indian states, including Punjab and Gujarat. G.K. Pillai, the home secretary, has claimed that “[w]hatever policy measures we have been following in the last 40 years will need a complete review now. They have not been effective”.

There are now 940 female adults for every one thousand men, in contrast to 2001, when there were 933 women per thousand males. However, in the capital, Delhi, only 866 females were counted for every one thousand males.

Throughout the states of India, the population growth rate varies significantly. This results in an inequality in the allocation of funds and is a problem, experts say. According to Management Institute of Population and Development consultant Devendra Kothari: “Our federal government sends funds to the states according to their population. This means that the states that have worked harder to reduce their population growth get less money from New Delhi”. Kothari continued: “The states with lesser population send fewer members to the Indian parliament. Their financial and political clout will go down.”

Over the course of the approaching year, concluding census figures will be publicised, according to officials.
